The UN Security Council Committee on Libya added the vessel AVAX, flying the Cameroonian flag, to the Libya sanctions list after it was confirmed that the vessel had attempted to illegally export Libyan oil, pursuant to Resolution 2146 of 2014 and its amendments.

The designation will remain in effect for one year, until July 22, 2027. In a statement issued on Thursday, the Security Council explained that on July 22, the committee agreed to include the vessel on the list of individuals and entities subject to sanctions in connection with attempts to export crude oil and refined petroleum products from Libya through illegal means, in accordance with relevant Security Council resolutions, most recently Resolution 2819 of 2026, adopted under Chapter VII of the United Nations Charter.

The vessel AVAX was spotted near the port of Benghazi

The statement noted that the vessel bearing International Maritime Organization number 9058713 and flying the Cameroonian flag, was last spotted near the berthing area of the Old Port of Benghazi on April 4, 2026.

Pursuant to the designation resolution, the vessel is prohibited from loading, transporting, or unloading shipments of Libyan oil; it is also barred from entering ports and from receiving fuel and maritime services, in addition to being prohibited from conducting any oil-related financial transactions on its behalf.

The Security Council confirmed that the sanctions will remain in effect from July 22, 2026, through July 22, 2027, unless the Committee decides to terminate the designation earlier, in accordance with the procedures set forth in its relevant resolutions.

On April 14, the UN Security Council unanimously adopted Resolution 2819 (2026), which extended the mandate of the Panel of Experts and the sanctions regime imposed on Libya until August 15, 2027, and renewed the authorization for member states to take measures to combat the illicit export of oil until August 1 of the same year.
