The head of the Presidential Council, Mohamed Menfi, discussed with members of the security track of the structured dialogue his efforts to advance the stalled political process, as well as his regional and international efforts to support national initiatives for a settlement with the participation of all parties.

Menfi held a meeting on Thursday, with a number of members of the security track within the Structured Dialogue, which is sponsored by the United Nations Support Mission in Libya (UNSMIL), which oversees the four tracks of the dialogue process, at the Presidential Council headquarters in Tripoli.

Menfi’s Efforts to Advance the Political Process

Menfi's media office stated that during the meeting, he reviewed “the practical steps he has taken to advance the political process, as well as his efforts at the regional and international levels to support national initiatives, with the participation of all parties, leading to a comprehensive political settlement that paves the way for inclusive elections and contributes to ending the transitional phases.”

The office added that the meeting addressed a range of topics related to the security and military track, foremost among them the challenges and obstacles facing efforts to unify the security and military institutions, in addition to discussing the recommendations submitted in this regard and the means to ensure the success of these efforts and enhance stability.

Meeting of Security Track Members with Representatives of State Institutions

On April 13, members of the security track held an expanded meeting with representatives of state institutions, civil society organizations, and security and military experts to discuss how a structured approach to reform and governance of the security sector could contribute, and they reached actionable recommendations.

During the meeting, members of the security track in the structured dialogue criticized the absence of a national security strategy and a unified military doctrine, which they described as a “fundamental weakness” contributing to the current instability, They emphasized the need to translate the principles and ideas derived from in-depth discussions and expert consultations into practical, actionable pathways, according to the UN mission.

Menfi’s meeting with members of the security track of the structured dialogue comes as part of a series of intensive meetings and consultations he has been holding in recent weeks to mobilize support for a political process based on a national initiative involving all Libyan parties without exclusion or marginalization.
