On Wednesday, Mohamed Takala, President of the High Council of State, discussed with an Italian parliamentary delegation currently visiting Tripoli ways to advance the stalled political process, strengthen economic cooperation, and coordinate efforts to address illegal migration.

Takala received the Italian delegation, led by Lorenzo Guerini, Chairman of the Italian Parliament’s Committee on Security, at the High Council of State's headquarters in Tripoli, in the presence of First Deputy Chairman Hassan Habib, Second Deputy Chairman Musa Faraj, and the heads of the Council’s standing committees, as well as the Italian Ambassador to Libya, Gianluca Alberini, and his accompanying delegation.

Talks between Takala and the Italian parliamentary delegation

The High Council of State stated on its Facebook page that the meeting addressed the latest developments in the Libyan political landscape, in light of the current stalemate in the political process, and discussed a number of issues of mutual interest, foremost among them economic cooperation between the two countries, ways to support development and investment efforts, and strengthening partnerships in vital sectors, in a manner that serves mutual interests and opens broader horizons for constructive cooperation, as well as the issue of illegal migration.

The Council stated that the meeting “emphasized the importance of moving toward a serious and realistic political path, based on existing national frameworks, foremost among them the Libyan Political Agreement, and is grounded in clear legal and constitutional foundations under the umbrella of the United Nations Support Mission in Libya, thereby ensuring the preservation of institutional legitimacy and enhancing opportunities for consensus among the various parties, leading to a comprehensive national settlement that ends the phases of division and paves the way for the fulfillment of national aspirations on a unifying basis accepted by all Libyans.”

The Council added that the meeting also reaffirmed that effectively addressing the phenomenon of irregular migration “cannot be limited to security measures alone, but requires support for Libyan state institutions and the strengthening of their border management capabilities, alongside the adoption of developmental and humanitarian approaches that address the root causes of migration, thereby contributing to the consolidation of stability and the realization of the common interests of both countries.”

Takala’s Vision for an Effective Solution to the Libyan Crisis

Takala told the Italian parliamentary delegation that “any effective solution to the Libyan crisis must be based on respect for the national will, the preservation of legitimate institutions, and prioritizing partnership and consensus over partial solutions or temporary arrangements,” stressing that “true stability can only be achieved through a balanced settlement that reflects the aspirations of the Libyan people and lays the foundation for a lasting phase of stability.”

Prior to meeting Takala, the Italian delegation met with the head of the  Government of National Unity, Abdulhamid Dabaiba at the Cabinet Office, where they discussed the political process, the issue of migration, strengthening economic cooperation, and expanding partnership in vital sectors.
