The UN Secretary-General’s Special Representative for Libya, Hanna Tetteh, said on Sunday that the “mini-meeting” recently launched by the mission is part of the first phase of the roadmap focuses on finalizing electoral laws and completing the formation of the board of directors of the High National Elections Commission, as these are the two essential steps for the transition to the electoral process and for providing the necessary institutional foundation to carry it out.

This came during a meeting between the head of the Government of National Unity, Abdulhamid Dabaiba, and the UN envoy, during which he emphasized the importance of focusing on “realistic paths” that lead to the clear finalization of electoral laws and a direct move toward elections, thereby ensuring respect for the will of the people and ending the state of institutional division, according to a statement issued by the government.

Dabaiba Supports Efforts Toward Workable Solutions

Dabaiba also affirmed the government’s support for all serious efforts that push toward practical and implementable solutions and preserve national gains aimed at establishing a civil state. He noted the priority of reaching a clear and applicable electoral framework that paves the way for national elections, thereby enhancing stability and preserving institutional unity and state sovereignty.

During the meeting, Tetteh briefed Dabaiba on the latest developments regarding the roadmap launched by the UN Mission, which aims to steer the political process toward “a practical path that ends the deadlock and leads to direct elections and the unification of institutions, with a focus on implementing the initial phases related to the electoral and legal framework,” according to the statement.

Tetteh affirmed the UN mission’s continued work to support consensus among Libyan parties and create the conditions necessary for the political process to succeed and lead to comprehensive elections.

The “mini meeting” is the alternative mechanism the UN mission intends to launch to overcome the current deadlock, given the failure to reach consensus between the House of Representatives and the High Council of State on completing the two steps of amending the electoral laws and appointing the High National Elections Commission.

Media outlets reported that the UN mission has contacted both the Government of National Unity in Tripoli and the General Command in Benghazi to nominate their representatives to the “mini meeting.”
