Presidential Council leader Mohamed Menfi outlined his position on a political settlement to the ambassadors of the United Kingdom, Qatar, and France, stressing that political settlement initiatives in Libya—including the United Nations initiative—must be based on clear constitutional and legal frameworks leading to the organization of elections, and reiterating the Council’s support for any effort aimed at this goal.

 Menfi made these remarks during separate meetings held Sunday at the Presidential Council headquarters in Tripoli with the British Ambassador to Libya, Martin Reynolds; the Qatari Ambassador to Libya, Khalid Al-Dosari; and the French Ambassador to Libya, Thierry Vallat, according to the Presidential Council's media office.

The media office stated that Menfi’s meetings with the three ambassadors reviewed political, economic, and security developments in Libya, international efforts to advance the political process toward a comprehensive consensus leading to the organization of elections, the issue of unifying the military, and developments in bilateral relations between Libya and the three countries.

Menfi emphasized during the three meetings “the importance of any political initiative, including the UN Support Mission in Libya’s initiative, being based on solid legal and constitutional foundations upon which the electoral process is built, ensuring the integrity of its outcomes and preventing any subsequent legal challenges or disputes that may arise due to loopholes, ambiguities in the wording, or politicization.”

Building a military institution subject to civilian authority

The media office added that the meetings also saw “an emphasis on the need to continue efforts aimed at building a unified military institution subject to civilian authority and performing its duties in accordance with constitutional and legal frameworks, alongside the importance of implementing the unified budget to enhance financial stability and ensure the equitable distribution of resources.”

The British ambassador reiterated his country’s support for the Presidential Council’s efforts to achieve stability in Libya, emphasizing the United Kingdom’s commitment to supporting the political process and enhancing opportunities for a comprehensive and sustainable settlement.

Continuing Ongoing Steps to Achieve Stability

Qatar’s Ambassador to Libya, Khalid Al-Dosari, affirmed his country’s commitment to strengthening ties of mutual cooperation in a manner that serves mutual interests and supports stability in Libya, as well as continuing coordination and consultation to serve the security and stability of the region, reiterating his country’s support for Menfi’s efforts to achieve stability in Libya.

Menfi’s meeting with the French Ambassador to Libya, Thierry Vallat, addressed the efforts led by Menfi and the specialized committees formed by the Presidential Council to monitor and improve economic conditions, as well as the issue of unifying the military. The importance of continuing the ongoing steps in this regard was emphasized, in a manner that enhances security and stability.
