Parliament-appointed PM Osama Hammad Issues a Decision Temporarily Exempting Foreigners from Fees and Fines

Osama Hammad, the head of the government appointed by the House of Representatives, issued a decree temporarily exempting foreigners from all fees imposed on them and from late-payment penalties.

Decree No. 61 of 2026, issued on Thursday, was based on the findings of the committee formed under Decree No. (201) of 2025, tasked with overseeing and monitoring the voluntary return program for Sudanese nationals, chaired by Minister of Foreign Affairs and International Cooperation Abdulhadi Al-Huweij, according to a statement by the Ministry of Foreign Affairs on its Facebook page.

Three-Month Exemption

This exemption covers a period of three months, beginning on April 1 of this year, allowing those concerned the opportunity to regularize their legal status, whether by renewing residence permits, regularizing employment status, or taking the necessary steps to ensure their legal presence in the country.

The Ministry of Foreign Affairs emphasized that this decision is part of a “comprehensive strategic approach aimed at improving the governance of migration management and strengthening the principles of shared responsibility and cooperation with sisterly and friendly nations, particularly in the Arab and African regions, thereby upholding the values of solidarity and promoting regional stability, in accordance with national laws.” .

It called on all concerned parties to take advantage of this exceptional period and to promptly regularize their status with the competent authorities, in accordance with procedures to be announced, in a manner that guarantees their rights and contributes to enhancing stability and order within the Libyan state.

Ministry of Civil Service Welcomes the Decision

For its part, the Ministry of Civil Service welcomed the decision, stating that it will contribute to regulating the labor market and regularizing the status of foreign workers.

In a statement, the Ministry emphasized the importance of foreign workers taking advantage of this exceptional grace period by expediting the regularization of their legal status through the relevant authorities, thereby ensuring their rights and contributing to the regulation of their presence within the country in accordance with applicable laws.
