Menfi appoints Ali Al-Salabi as advisor on reconciliation affairs

The head of Libya's Presidential Council, Mohamed Menfi, appointed Ali al-Salabi, the Secretary-General of the International Union of Muslim Scholars, as advisor on national reconciliation.

This came in a decision bearing number (111) for the year 2025, signed on December 30, 2025, which stipulates that al-Salabi be appointed as advisor on reconciliation to the President of the Presidential Council.

On January 7, Menfi, adopted the National Charter for National Reconciliation, considering it “the beginning of a new phase that requires continued serious and responsible work to implement the charter and translate its principles and provisions into practical reality that citizens can feel in their daily lives.”-

National reconciliation project

The Presidential Council has been working on a national reconciliation project since April 2021 and plans to hold a comprehensive conference with the support of the African Union and the United Nations Support Mission in Libya. However, it has been postponed more than once due to continuing disagreements between the political parties over the conference agenda and the parties' insistence on their positions.

On the other hand, the House of Representatives has launched another track for national reconciliation, amid disagreements with the Presidential Council over the law governing this issue, with Menfi insisting on the approval of the reconciliation law referred by the Presidential Council.

The Special Representative of the Secretary-General and Head of the United Nations Support Mission in Libya, Hannah Tetteh, has previously stated that the national reconciliation process in Libya has “become politicized,” calling for the launch of a reconciliation process that is “based on human rights and is inclusive.”
