House of Representatives appointed Prime Minister, Osama Hammad, issued a decision to establish a child and women's protection agency to form a unified national framework that includes the legal, regulatory, and procedural authorities necessary to ensure "effective and urgent protection for every woman and child exposed to violence, threats, or exploitation."
His government explained on its Facebook page on Monday that this step comes “in light of the increasing cases of violence, threats, and exploitation targeting women and children, and the multitude of daily reports revealing a legislative and procedural vacuum in the protection system,” adding that “it has become imperative for the state to take decisive action to enhance social security and preserve human dignity.”
The government emphasized that recent events “have shown that the absence of a competent authority with immediate powers to intervene has led to an increase in risks, delayed responses, and a dispersion of responsibilities among multiple agencies,” noting that this decision "expresses the government's commitment to a clear message: Protecting the most vulnerable groups is not an option; it is a national duty that affects the security and stability of society."
Article 1 of Decision No. (419) of 2025 stipulates that “pursuant to the provisions of this decision, a regulatory body called the (Child and Women Protection Agency) shall be established, which shall have legal personality and independent financial liability and shall report directly to the Council of Ministers, and shall have executive and procedural powers with immediate effect.”
According to Article 2 of the Decree, the new agency aims to:
- Protect women and children from all forms of violence, exploitation, threats, and marginalization
- Provide immediate intervention in cases where women and children are in danger
- Issue recommendations and protection orders for them in coordination with the competent judicial authorities
- Provide shelter, medical care, psychological support, and legal services to victims
- Pursue perpetrators of violence and take legal action against them
- Prepare and issue national policies and plans for the protection of women and children
According to Article 3 of the Decree, Hammad designated the new agency as a law enforcement agency with legal and security powers. These powers include:
- Receiving and investigating reports and complaints related to violence against women and children
- Taking immediate action on these reports
- Drafting reports
- Gathering evidence
- Recording facts
- Arresting perpetrators of crimes in accordance with the law
- Requesting urgent protection orders from the public prosecutor or the competent court
- Following up on the implementation of these orders
- Referring cases to the investigating authorities and the public prosecutor's office, accompanied by evidence and documents
- Requesting the initiation of criminal proceedings against individuals who commit acts of domestic violence against women and children, regardless of their degree of kinship
- Pursuing organized crime networks that exploit women and children
- Coordinating directly with the Ministry of Interior, public police stations, and women's police stations on the implementation of protection measures
- Providing a helpline and support for women and children
- Establishing a toll-free number to report cases of violence and any threats to their psychological or physical safety
