The House of Representatives issued a resolution on Wednesday to "refuse to participate in any political dialogue which includes the participation of the outgoing government".

The decision came at the request of 39 parliament members according to an announcement by spokesman Abdullah Bliheg.

UN envoy Abdoulaye Bathily has recently called on the five main parties in Libya to engage in a preparatory dialogue leading to a summit on elections.

The head of the Government of National Unity, Abdulhamid Dabaiba, accepted the invitation and set four conditions that he said were "necessary for the success of the initiative," suggesting the creation of "a supreme body to supervise the elections in which all security and military parties from all regions in Libya participate."

The House of Representatives has insisted on forming a mini-government to supervise the elections, which Dabaiba rejects, saying that "any path leading to a new transitional phase is a waste of time and rejected by the Libyan people."

The House of Representatives had previously criticized that the UN envoy for ignoring to invite its recognized government led by Osama Hammad and the UN mission's insistence on reviewing electoral laws.
