The Special Representative of the Secretary-General for Libya, Abdoulaye Bathily, confirmed that all parties in Libya "agreed to amend the electoral laws" prepared by the 6+6 Joint Committee formed by the House of Representatives and the High Council of State, adding that Libyans have a strong desire to elect a new leadership that enjoys legitimacy in the country, and end the repeated transitional phases.

During his briefing from UN headquarters in New York, Bathily told the UN Security Council that he had intensified his outreach to stakeholders to persuade the House of Representatives and the High Council of State to consider proposals submitted by the Electoral Commission and the United Nations Support Mission in Libya (UNSMIL) to address technical gaps and electoral projects submitted by the 6+6 committee.

He said that he continued his consultations to sustain the dialogue between the military and security parties within the framework of the 5+5 Joint Military Commission in order to "create a favorable security climate and establish a sustainable stability in the country," noting that he is working with Presidential Council leader Mohamed Menfi to consider the possibility of holding negotiations between Libyan leaders and key parties.
