The Speaker of Libya's House of Representatives, Aguila Saleh, said that the Presidential Council cannot establish a constitutional basis for holding elections and called on it to abide by its “competencies.”

Saleh added: “The Presidential Council is hinting and threatening that if the House of Representatives and the High Council of State do not prepare the constitutional basis, it will set the constitutional basis. First, I say the era of granting the constitution to the people is over. Now we are in the era of the existence of a committee elected by the people to draw up a constitution for a referendum.”

He also accused the Presidential Council of being biased in favor of "the expired government headed by Abdulhamid Dabaiba," adding that it, "did not respond to the parliament's decision to grant confidence to a new government."
