The Development and Reconstruction Fund announced a plan to develop and rebuild the Sabri and Downtown areas of Benghazi. The Fund stated that the plan will begin with a thorough assessment of the damage, documentation of property ownership, and a review of the urban landscape, followed by the preparation of technical and engineering solutions that take into account the area’s unique characteristics, history, and social fabric.

Pledge to Compensate Affected Citizens

Fund Director Belqasim Haftar emphasized during a press conference to announce the plan on Monday that the project will ensure the preservation of citizens’ property rights and ownership, while preserving the city’s history and collective memory for all residents of Benghazi.

He explained that Benghazi seeks to improve the condition of this area, stressing the need to adhere to the laws in fairly compensating affected citizens, as well as to engineering regulations prior to construction.

Establishment of road, water, and sewage networks

Belqasim Haftar noted that the plan includes the development and construction of road, water, and sewage networks, as well as public services, to make life easier for all residents.

He pointed out that specialized technical teams are working to assess the damage and protect private property, ensuring that citizens’ property is not infringed upon.
