The US Deputy Representative to the United Nations, Richard Mills, called on "Libyan leaders to truly participate in a process that leads Libya to fair and impartial elections as soon as possible," stressing that "there is no other appropriate path for forming a government before the elections."

In his speech before the UN Security Council on Tuesday, the US diplomat stressed the need for all Libyan parties to commit to implementing the ceasefire agreement signed in 2020, especially the withdrawal of all foreign forces, foreign fighters, and mercenaries from the country.

Mills also called on all parties to “commit to stopping tensions that could lead to fueling violence,” urging the Libyan leaders to start a transparent mechanism and include all state revenues and allocations to ensure that they are used for the benefit of the Libyan people.

He responded to accusations by his Russian colleague in the Security Council regarding interference in Libya, saying, "We regret that Council members who are genuinely involved in today's conflict and who violate the United Nations Charter by invading and occupying their neighbors continue to distract the Council with baseless conspiracy theories".

The American diplomat concluded by stressing the need for the Libyan leaders to shoulder their "responsibility for achieving good governance and prosperity in Libya".
