The Speaker of Libya's House of Representatives, Aguila Saleh, said that the shut down of oil fields and ports "was not in our interest or in the interests of our partners and it happened for one reason, due to a certain group in Tripoli that would buy mercenaries and distribute this wealth to Terrorist groups.”

In an interview with Alwasat, Saleh called for setting up a mechanism or an account in which the oil income is placed, until a new accredited authority is formed to supervise the distribution of it." Adding: "when these procedures are completed, and the international community pledges to distribute oil income equitably, then we will demand the opening of oil.”
