The Secretary-General of the United Nations, Antonio Guterres, called on all Libyan and international parties to work towards the implementation of the plan for the withdrawal of mercenaries and foreign fighters from Libya, and considered that "the deployment of an initial team of United Nations ceasefire monitors will contribute to creating the necessary conditions for the successful implementation of the action plan."

On Friday, at the conclusion of its meetings at the United Nations headquarters in Geneva, the Libyan Joint Military Commission (JMC) reached a “comprehensive plan of action” for a “gradual, balanced and sequential process for the withdrawal of mercenaries, foreign fighters and foreign forces from Libyan territory.”

The spokesman for the Secretary-General of the United Nations, Stephane Dujarric, said in a statement that Guterres renewed his welcome to the JMC agreement, and considered it "the cornerstone of the implementation of the ceasefire agreement signed in October 2020".

The Secretary-General expressed confidence that “the deployment of an initial team of United Nations ceasefire monitors will contribute to creating the necessary conditions for the successful implementation of the Action Plan,” and reiterated the “unwavering commitment of the United Nations to support the Libyan people.”
