The Special Envoy of the UN Secretary-General to Libya, Jan Kubis, said that the UN Mission continues to "document cases of killings, kidnappings, attacks against activists and hate crimes," stressing that "human rights violations continue unchecked in Libya".

Kubis expressed "concern about arbitrary detention" in Libya, noting that the number of arbitrarily detained has reached more than 8,000 people, during a session of the UN Security Council to discuss the situation in Libya.

"Freedom of expression is at great risk, armed groups are operating unchecked," he said, noting that "arbitrary arrests and extrajudicial killings are a major concern in Libya."
