The Ministry of Foreign Affairs for Libya's Government of National Accord (GNA) announced that the Libyan-Turkish Memoranda of Understanding (MOU's) were officially registered in the United Nations Register of Treaties.

On November 27, 2019, the GNA signed two memoranda of understanding with the Turkish government, the first relating to maritime borders and the second relating to cooperation in the security and military fields between the two sides.

The signing of the two memoranda of understanding with Turkey sparked widespread reactions at the local, regional and international levels, most of which condemned the stepx, which came in light of the continuing war in Tripoli and tension in the eastern Mediterranean.

On December 5, 2019, the Turkish parliament approved the memorandum of understanding on maritime powers, while the members of the House of Representatives meeting in Tripoli issued a statement, declaring “support for the efforts of the Government of National Accord” following the signing of the two, while the representatives gathered in Tobruk opposed it.
