United Nations High Commissioner for Refugees Filippo Grandi has stressed to Italian Deputy PM Matteo Salvini that Libya is not a safe country to send migrants back to according to the ANSA news agency.

Salvini has been a proponent of returning migrants to Libya instead of allowing them into Italy. Grandi added that people were staying in appalling conditions in many detention centers in Libya and that he had only rarely in his life seen such harsh conditions.

The High Commissioner added that EU solidarity had not yet been seen and that a mechanism to distribute the migrants who land on Italian shores was needed to avoid crises like the recent one with the Diciotti coast guard ship.
