Spokesman for the General Command of the Libyan National Army Brigadier General Ahmed Al-Mismari said that "the Russian-Libyan military relationship goes back a long time," adding that "the Libyan National Army is currently completely armed with Russian weapons and its military doctrine is Eastern, therefore Libya's need for Russia is increasing more and more as the war on terror continues."

"We know that Russia is a very active player in the war on terror, for example, what is happening in Syria ... We have good relations, almost all officers in the Libyan army have received training in Russia and all former officers. There are contracts in this field, In the past years we have tried to activate some of the contracts, but there is a big stumbling block in front of us United Nations arms embargo."

The spokesman for the General Command said that "Russia has provided large amounts of aid and treatment for wounded soldiers who were transferred to Moscow, directly and without any obstacles."
